This is the heart of the page, so we will say it plainly. Before 2021 a Support Animal had a real path into the airplane cabin. After the Department of Transportation rule took effect, that path closed. An airline may now treat your Support Animal as an ordinary pet. That usually means a carrier that fits under the seat, the airline's own size and weight rules and a pet fee. Some animals are simply too large to travel in the cabin as a pet at all.

A trained Service Dog is the exception, and that has not changed. A Service Dog still flies in the cabin under the Air Carrier Access Act, using the federal Department of Transportation form. A Support Animal does not get that, because it is not trained to perform a task. We will not sell you a letter that pretends a Support Animal can fly by right. If a guaranteed cabin seat is what you need, the honest answer is a Service Dog.

The money side of the housing right did not move. A landlord cannot turn a Support Animal into a revenue line. No pet deposit, no monthly pet rent and no breed surcharge for an assistance animal. Mainly one thing. Air travel. A Department of Transportation rule that took effect in early 2021 means airlines no longer have to seat a Support Animal in the cabin. Housing protection under the Fair Housing Act did not change, and public access was never part of a Support Animal in the first place.

No. That advice is from before 2021 and has expired. Since the air rule took effect, an airline may treat a Support Animal as a pet, with a carrier under the seat and a fee. Only a trained Service Dog flies in the cabin by right, using the federal form.

No. The air rule and the housing rule are separate. Under the Fair Housing Act a Support Animal is still an assistance animal at home, so a landlord cannot charge a pet fee for it and cannot apply a breed or size ban. That part reads the same today as it did in 2020.
