Let us name the thing first. The federal HIPAA Privacy Rule guards what it calls Protected Health Information. That is health data tied to you as a real person. Your name, your contact details, the fact that you were screened, what a Licensed Clinical Doctor concluded, and the letter that came out of it. When that information sits with a health care provider, the Privacy Rule decides who may touch it.

Here is the part many sites skip. HIPAA does not cover every business or every website by itself. It binds covered entities. A covered entity is a health care provider that bills electronically, a health plan, or a health care clearinghouse. The Licensed Clinical Doctor who reviews your case and signs your letter is a covered health care provider. That doctor, and the records that doctor keeps about you, fall squarely under the rule.

Yes. The right of access in 45 CFR 164.524 lets you inspect and obtain a copy of the protected health information a provider holds about you. You ask the provider's office, usually in writing. There can be a reasonable, cost-based fee for copies, and the provider must respond within the time the rule sets.

Yes. The amendment right in 45 CFR 164.526 lets you ask a provider to correct information that is wrong or incomplete. The provider can grant the change or explain in writing why it will not, and you may add your own statement to the record either way. A small error does not have to follow you.
